The main issue of the present study is whether morality leads man to freedom or can freedom be used as a bridge to morality and establish a moral society? The initial hypothesis of the present study is the priority and precedence of freedom over morality and the delay of morality over freedom. In fact, the realization of freedom, and especially political freedom, is a necessary and fundamental condition for morality at the individual, social, and political levels. This priority and precedence is a rank and time precedence. The author believes that the concept of freedom in both aspects of freedom, i.e. the negative and negative dimension and the positive and affirmative dimension, has an inextricable relationship with moral values. In discussing the reasons for the necessity of freedom, the discussion of the priority of freedom is given more attention and confirms the priority of freedom over morality; because freedom provides the condition for achieving morality; but it should be noted that the priority of freedom does not mean that freedom is absolute and in any case, freedom can be considered a method for achieving morality when it is institutionalized in society with the necessary criteria.
